Professor B Muralidharan is a Senior Faculty Member and Advisor at COD. He holds a 5-year Integrated Master’s Degree in Management Studies from Birla Institute of Technology
and Science as well as a Doctorate from Delhi University. He has also been trained at Water Engineering Development Centre, Loughborough Institute of Technology, UK.
Dr Muralidharan’s wide-ranging experience started with ASCI, where he worked for over 2 decades from 1983 in various capacities. He designed and conducted various training programs in the areas of Public Policy and System. His major areas of consulting have been in Service Delivery for Government Institutions, Strategic Organizational Restructuring, Manpower Assessment and Planning, Human Resource Policies including rationalizing Scales of Pay, Grades, Cadre, Organization Development Exercise and Training Needs, Urban and Rural WATSAN.
His mentees and clients have never failed to take away nuggets of practical wisdom, complex problem-solving skills, and phenomenal growth strategies from his transformational coaching style.
Dr Muralidharan had worked with UNDP as the Head of the United Nations Resident
Coordinator’s (UNRC) Office, where he supported the UNRC and the UN Country Team on coordinated delivery of UN’s operational activities in the area of development. The
tasks included advice on harmonization with national priorities, support to national priorities,
joint advocacy and resource mobilization, joint programs and activities, and mass
communication on MDGs.
Since 2010, Prof. Muralidharan has been working on development projects in Bihar as a
Governance Expert. He was the Team Leader of a DFID project on Bihar Governance and
Administrative Reforms. The most significant part of his work between 2011 and 2014 was
his hands-on advice to the government on the Bihar Right to Public Services Act 2011 and
the continuation of BPSMS as a strong arm of the General Administration Department
focusing on good governance and administrative reforms. For the past three years he has advised the Government of Bihar on rejuvenating the Bihar State Minorities Financial
Corporation and strengthening the pioneering Bihar Right to Public Grievance Redressal Act
2015, apart from further improvements in the Bihar Right to Public Services Act through use
of digital technology.
